Нийтийн сонсголын тухай хуулийн төслийн хэлэлцүүлгийг хойшлууллаа

Нийтэлсэн: 10 жилийн өмнө Үзсэн: 944
Улсын Их Хурлын Төрийн байгуулалтын байнгын хорооны хуралдаан өнөөдөр /2015.06.03/ үдээс хойш болж, хоёр асуудал хэлэлцэв.
Байнгын хорооны хуралдааны эхэнд, хэлэлцэх асуудлыг батлах явцад Улсын Их Хурлын гишүүн Р.Гончигдорж, Х.Тэмүүжин нар горимын санал гаргаж гишүүдийн дэмжлэгийг авснаар Нийтийн сонсголын тухай болон холбогдох бусад хуулийн төслүүдийг дараагийн хуралдаанаар хэлэлцэхээр түр хойшлуулсан юм. Х.Тэмүүжин гишүүн гаргасан горимын саналдаа, уг хуулийн төслийн ажлын хэсэг дээр  зарим нэг маргаантай асуудал байгаа учраас намын бүлгүүдээс санал авсны дараа хэлэлцэх шаардлагатай байгаа. Иймээс хуулийн төслийг ирэх долоо хоногийн хуралдаан хүртэл түр хойшлуулах саналтай байгаа тухай хэлсэн.
 
Хэлэлцэх асуудлаа баталсны дараа эхлээд Захиргааны ерөнхий хууль болон холбогдох бусад хуулийн төслүүдийн анхны хэлэлцүүлгийг хийв. Төслийн анхны хэлэлцүүлэгтэй холбогдуулан Улсын Их Хурлын гишүүн Н.Алтанхуяг, Су.Батболд, Р.Гончигдорж, С.Дэмбэрэл нар ажлын хэсгээс асуулт асууж тодруулсан.
 
Ингээд байнгын хорооны гишүүдээс Захиргааны ерөнхий хууль болон холбогдох бусад хуулийн төслүүдтэй холбогдуулан гаргасан зарчмын зөрүүтэй саналын томьёоллоор санал хураалт явууллаа.
 
Улсын Их Хурлын гишүүн Су.Батболд, А.Бакей, Х.Тэмүүжин нар хуулийн төслийн заалтуудад байгаа зарим хэсгийг хасах, зарим зүйл, заалтуудад нэмэлт оруулж засварлах саналууд гаргасныг байнгын хорооны хуралдаанд оролцсон гишүүдийн олонх нь дэмжив. Мөн энэ үеэр Су.Батболд гишүүн, сүүлийн үед гарч байгаа хуулиуд өмнөх хуулиудтайгаа агуулгын болон нэр томьёоны хувьд зөрчилдөх тохиолдлууд гарах болсон. Иймд хуулийн төслийг бэлтгэх явцад хуулийн нэр томьёо, түүний хэрэглээнд хуульчид, байнгын хороод анхаарах шаардлагатай байгаа тухай саналаа хэлж байсан.
 
Ингээд Захиргааны ерөнхий хууль болон холбогдох бусад хуулийн төслүүдийн анхны хэлэлцүүлгийг хийсэн талаарх байнгын хорооны санал, дүгнэлтийг Хууль зүйн байнгын хороонд хүргүүлэхээр тогтов.
 
Дараа нь Улсын Их Хурлын даргын захирамжаар Монгол Улсын хөгжлийн урт хугацааны бодлогын баримт бичгийн төслийг боловсруулах, өргөн мэдүүлэх үүрэг бүхий ажлын хэсгийн ажлын явцын талаар мэдээлэл сонссон юм. Энэхүү ажлын хэсгийн ахлагчаар Улсын Их Хурал дахь гурван нам, эвслийн бүлгийн дарга нар ажилласан бөгөөд мэдээллийг ажлын хэсгийн ахлагч Улсын Их Хурал дахь МАХН-МҮАН-ын "Шударга ёс" эвслийн бүлгийн дарга Н.Батцэрэг хийв хэмээн Улсын Их Хурлын Тамгын газрын Хэвлэл мэдээлэл, олон нийттэй харилцах хэлтэс мэдээлэв.
