С.Дэмбэрэл: ИЗНН олон улсын зарчмыг дагаж 50:50 байх нь зөв гэж үзэж байгаа

УИХ-ын хаврын чуулганаар хэлэлцэн батлах, анхаарал татсан асуудал бол Сонгуулийн  тухай хууль. Хуулийн төсөл боловсруулах ажлын хэсэгт бүх намын төлөөлөл багтсан гэж буй. Өнөөдрийн байдлаар УИХ-ын, Ерөнхийлөгчийн, орон нутгийн сонгуулийг нэг хуулиар явуулах, сонгуулийн санхүүжилт, түүний эх үүсвэр,  зардлыг багасгах, нэг намын хүмүүс хоорондоо  өрсөлдөхгүй байх асуудлаар санал нэгджээ. Харин ирэх сонгуулийг ямар тогтолцоогоор явуулах вэ гэдэг  улстөрчдийн ухаанаа уралдуулж байгаа асуудал. Төрийн байгуулалтын  байнгын хорооноос өгсөн мэдээллээр МАН 100 %  мажоритар, АН 28:48, ИЗНН 50:50 байх нь  зөв гэх санал оруулжээ.
 
МАН-ын хувьд пропорциональ системээс  дахин ухарч нэг мандат, нэг тойрог  буюу жижисгэсэн 76 тойрогт өрсөлдөх саналтай байгаагаа мэдэгдсэн. Харин АН-ын хувьд одоогийн хувилбар буюу 28:48  буюу холимог тогтолцоог  үргэлжлүүлэх нь зүйтэй гэжээ. Тус намын хувьд  сонгууль болгоноор хууль өөрчлөх нь улстөрийн тогтворгүй байдал бий болгоно гэх  шалтгаан хэлж буй. ИЗНН-ын  тухайд 50:50 гэх хувилбар дэвшүүлээд байгаа. Чухам ямар  үндэслэлээр энэ хувилбарыг сонгосон талаар УИХ-ын гишүүн С.Дэмбэрэл “Үндсэн хуулинд шууд ба  төлөөллийн ардчилал гэж бий. Олон улсад мажоритар, пропорционалийн аль аль  хувилбар  тэнцүү байх, нэг нь нөгөөгөөсөө ялгарахгүй байх зарчим руу явж байна. Бид өнөөдөр намуудыг хараахаас илүүтэй намын санхүүжилт, ил тод байдал, хяналт, тайлагналыг сайжруулах хэрэгтэй. Энэ үүднээс ИЗНН олон улсын зарчмыг дагаж 50:50 байх нь зөв гэж үзэж байгаа. Тэрээр 100 хувь мажоритар гэдэг санал оруулж байгаа нам ардчилалын мөн чанарыг ойлгохгүй байна л гэж харж байна” гэсэн юм.
