Коммунизм нуран унасан ч төлөвлөлт алга болсон гэсэн үг бишээ. Олон тооны капиталист улсууд “индикатив төлөвлөлт” гэсэн төлөвлөлтийн нэг хэлбэрийг амжилттайгаар хэрэгжүүлсээр ирсэн билээ. Энэ нь засгийн газар эдийн засгийн зарим голлох хүчин зүйлийн зорилтоо тодорхойлж, (стратегийн салбаруудад хөрөнгө оруулалт хийх, дэд бүтцийг хөгжүүлэх, экспорт г.м.) хувийн хэвшилтэй өрсөлдөж бус харин хамтран ажиллаж, тэдгээр зорилтоо хэрэгжүүлэх тал дээр ажиллахыг хэлж байгаа юм. Засгийн газраас зорилтоо биелүүлэхийн тулд бүхий л нөөц бололцоогоо шавхаж (татаас, монополийн эрх олгох г.м.) дүрэм журмыг (төрийн өмчийн банкаар дамжуулан нөлөө үзүүлэх г.м.) ашиглан хэрэгжүүлэхийг хичээнэ. Франц, Финлянд, Норвеги, Австри зэрэг Европын улсууд, Япон, Солонгос, Тайван зэрэг Зүүн Азийн улсууд хөрөнгө оруулалт болон технологийн инновацийг индикатив төлөвлөлт дагуу амжилттай хэрэгжүүлснээр эдийн засгаа хөгжүүлж чадсан билээ. Төлөвлөлтийн дээрх аргийг шууд хэрэгжүүлээгүй Швед болон Герман улсууд ч хамгийн үр өгөөжтэй салбаруудынхаа үйл ажиллагааг төлөвлөн хэрэгжүүлж ирсэн.
