Өнгөрсөн хаврын турш УИХ-ын гишүүн С.Дэмбэрэл нарын 5 гишүүдийн ороолцсон “Тусгай зөвшөөрөл лицензүүдийн тоог бууруулах ажлын хэсгийн ажлын цаашдын үр дүн болж, Зөвшөөрлийн тухай хуулийн төсөл Улсын Их Хурлын дарга З.Энхболдод  2014.06.13-нд өргөн баригджээ. Засгийн газрын 2012-2016 оны үйл ажиллагааны хөтөлбөрт дэвшүүлсэн зөвшөөрөл, лицензийн тоог эрс цөөлж, зөвшөөрөл, лиценз авдаг олон шат дамжлагыг энгийн хэлбэрт оруулах, бизнест ээлтэй эрх зүйн орчныг бүрдүүлэх зорилтыг хэрэгжүүлэх зорилгоор аж ахуйн үйл ажиллагааны тусгай зөвшөөрлийн өнөөгийн эрх зүйн орчин, тусгай зөвшөөрөл олгож буй эрх бүхий байгууллагуудын үйл ажиллагаанд дүн шинжилгээ хийж, шаардлагагүй зөвшөөрлүүдийг хүчингүй болгох өргөн хүрээний хэлэлцүүлгийг Монгол Улсын Ерөнхий сайд, Засгийн газрын хэрэг эрхлэх газрын даргын байгуулсан ажлын хэсгийн түвшинд зохион байгуулж, Зөвшөөрлийн тухай, Зөвшөөрлийн жагсаалт батлах тухай хуулийн төслүүдийг шинээр боловсруулжээ.
Тус хуулиар үндэсний аюулгүй байдал, нийтийн ашиг сонирхол, хүн амын эрүүл мэнд, хүрээлэн буй орчинд хохирол учруулж болзошгүй, орчиндоо аюултай аж ахуйн үйл ажиллагаа эрхлэх, хязгаарлагдмал нөөц бүхий нийтийн өмч, эрхийг эзэмших ашиглахад зөвшөөрөл олгох, түдгэлзүүлэх, хүчингүй болгох, цуцлах, зөвшөөрөл олгох үйл ажиллагаанд хяналт тавихтай холбоотой нийтлэг харилцааг зохицуулах юм.
