НӨАТ болон Худалдааны албан татвар сэдвээр нээлттэй хэлэлцүүлэг зохион байгуулагдлаа

Татварын хууль, тогтоомжид нэмэлт, өөрчлөлт оруулах тухай хуулийн төслүүдийг Улсын Их Хурлын чуулганы нэгдсэн болон Байнгын хорооны хуралдааны хэлэлцүүлэгт бэлтгэх үүрэг бүхий ажлын хэсэг, УИХ-ын Тамгын газар, Сангийн яам, Татварын ерөнхий газар хамтран Нэмэгдсэн өртгийн албан татвар болон Худалдааны албан татвар сэдвээр нээлттэй хэлэлцүүлгийг өнөөдөр /2014.05.30/ зохион байгуулав. Хэлэлцүүлэгт Улсын Их Хурлын гишүүн ажлын хэсгийн ахлагч С.Баярцогт, УИХ-ын гишүүн С.Дэмбэрэл, С.Одонтуяа, Ц.Цолмон, Ж.Эрдэнэбат, Ц.Оюунбаатар, С.Ганбаатарболон УИХ-ын Тамгын газар, Сангийн яам, Татварын ерөнхий газар, Монголын Үндэсний Худалдаа аж үйлдвэрийн танхим, Ажил олгогч эздийн холбоо, Монголын хоршооллын үндэсний нэгдсэн холбоо, Олон Улсын Аудитын байгууллага, аж ахуйн нэгжийн төлөөллүүд оролцов. УИХ-ын гишүүн, ажлын хэсгийн ахлагч С.Баярцогт хэлэлцүүлгийн эхэнд, татвартай холбоотой 16 хууль УИХ-ын даргад өргөн баригдсан байгаа. Энэ удаад Засгийн газраас өргөн барьсан Нэмэгдсэн өртгийн албан татварын тухай хуулийн шинэчилсэн найруулгаар санал солилцох тухай танилцуулав.
Монголын Үндэсний худалдаа аж үйлдвэрийн танхимын НБТГ-ын дарга Ч.Нэргүй “НӨАТ болон НӨАТ-ын хуулийн шинэчилсэн найруулгын талаарх бизнесийнхний нийтлэг санал”, Татварын ерөнхий газрын дарга Т.Батмагнай “НӨАТ-ын ба Худалдааны татварын онцлог” сэдвээр, Сангийн дэд сайд С.Пүрэв “НӨАТ бас Олон Улсын туршлага”, МАОЭНХ-ны орлогч захирал Ц.Эрдэнэбаатар “Худалдааны албан татварын давуу тал боломжууд” сэдвээр илтгэл тавьсан юм. 
Татварын ерөнхий газрын дарга Т.Батмагнай, дээрх хоёр татварын онцлог ялгааг тайлбарлав. Нэмэгдсэн өртгийн албан татвар нь дэлхийн 140 орчим улсад хэрэгжүүлдэг орчин үед Олон Улсад энэ тогтолцоо илүү боловсронгуй болж буй. Гэтэл худалдааны татварыг дэлхийн 105 улсын татварын хувь хэмжээний судалгаагаар 17 улс л хэрэгжүүлдэг байна. Түүнчлэн НӨАТ нь үйлдвэрлэл, худалдааны үе шат болгонд татвар ногдуулж, өмнөх шатанд төлсөн татварыг хасч тооцдог тул татварын давхардал үүсдэггүй, худалдан авалтад төлсөн татварын тооцооллын зөрүүгээр буцаан авах боломжтой. Харин худалдааны албан татвар нь өмнөх шатанд төлсөн татварын хасалт хийдэггүй тул олон дахин татвар ногдуулж татварын давхардал үүсдэг зэрэг онцлогуудыг илтгэлдээ дурдав. 
Хэлэлцүүлэгт оролцогчид ажлын хэсгийн гишүүдээс асуулт асууж хариулт авлаа. 
НӨАТ-ын тухай УИХ-ын Тамгын Гарын СШХ-ээс хийсэн судалгааг хавсаргав.
