2014 оны 2-р сарын 12-нд УИХ-ын гишүүн С.Дэмбэрэлд 1937-1948 оны улс төрийн хилс хэрэгт хэлмэгдэгсдийн үр хүүхдүүд болох нэр бүхий 43 хүнээс хүсэлт иржээ. 76-97 настай эдгээр хөгшчүүд захидалдаа:
 
“1937-1948 оны их хэлмэгдэлтийн үед буудуулж, шоронд ял эдэлж, шоронд нас барж, бүх өмч хөрөнгөө хураалгаж, хэлмэгдсэн эцгүүдийн цөөхөн үлдсэн үр хүүхдүүд нь бид байна. /Эдгээр хүмүүс бүгд нэр утсаа хавсарган ирүүлсэн байна./
 
 Бидэнд 3 үндсэн хүсэлт байна.
 
1.    Монгол Улсын Цагаатгалын Комиссын танилцуулж байгаа хуулинд “хэлмэгдэгсдийн ач, зээ”-г хамруулсан байх юм. Тэр ач зээ гэдэг чинь бидний л үр хүүхдүүд. Тэд маань хэлмэгдсэн өвөөгөө үзээгүй, таних ч үгүй. Хэлмэгдэл гэж юу байдгыг мэдэхгүй. Харин бид бол сайн мэднэ. Бид, хэлмэгдсэн хүмүүсийн хүүхэд гэж давхар хэлмэгдлийг биеэрээ эдэлж, бас хэлмэгдэж явсан хүмүүс. Одоо бидний нас сүүдэр өндөр боллоо. Цаашид хүлээх арга алга. Иймээс эхний ээлжинд энэ ач зээ гэдэг заалтыг зөвхөн хэлмэгдсэн эцгийн үр хүүхэд гэж өөрчилж өгнө үү.
2.    Мөн “хэлмэгдсэн хүний хүүхдүүдээс жил бүр нэг хүүхдийг улсын зардлаар гадаадад сургана.” гэж байна. Энэ бол бидэнд огт хамаагүй. /Бидний хүүхдүүдийн нас хэтэрсэн./
3.    Хэлмэгдсэн аавыгаа шоронд ял эдэлж байгаад шорондоо нас барсаныг буудуулсанд тооцно гэж бид бүгд үзэж байна.
 
Бид нийт 35000 хүүхэд байснаас үхсээр байгаад, одоо ердөө л мянга гаруйхан хүүхэд үлдсэн. Бидний нас өндөр болж, 76-97 настай байна. Одоо ч өдөр бүр үхсээр байна.
 
Иймд олон жил ярьж, хүлээлгэсэн “НӨХӨН ОЛГОВОРЫН ТУХАЙ ХУУЛЬ”-ийг энэ удаа буцаахгүйгээр шийдэж өгнө үү.

Бид аавынхаа амь нас, тэр их хураасан эд хөрөнгийг нэхэмжилж байна.       
 
            УИХ-ын хаврын чуулганаар хэлмэгдсэн эцгийн хүүхдүүдийн нөхөн олговорын хуулийг хэлэлцэх үед энэ 3 хүсэлтийг тусгахад дэмжиж өгнө гэдэгт бид итгэж байна.”  гэжээ.
 
УИХ-ын гишүүн С.Дэмбэрэл энэхүү хүсэлтийг бүрэн дэмжиж байгаагаа илэрхийлсэн бөгөөд хуулийг хэлэлцэх үед анхаарна гэдэг хариуг захидал илгээсэн хөгшчүүдэд өгсөн байна.
