Монгол Улсын 2014 оны төсвийн тухай, Нийгмийн даатгалын сангийн 2014 оны төсвийн тухай, Хүний хөгжил сангийн 2014 оны төсвийн тухай хуулийн төслүүдийн анхны хэлэлцүүлгийг Улсын Их Хурал 2013 оны 10 дугаар сарын 11-ний өдрийн нэгдсэн хуралдаанаар хэлэлцэж, төслийг хоёрдугаар хэлэлцүүлэгт бэлтгүүлэхээр Байнгын хороодод шилжүүлсэн билээ.
Уг төслийг Төрийн байгуулалтын байнгын хороо 2013 оны 11 дүгээр сарын 6-ны өдрийн хуралдаанаараа хэлэлцэв.
Байнгын хорооны хуралдаан дээр Улсын Их Хурлын гишүүн Д.Эрдэнэбат, Р.Бурмаа, Ж.Батзандан, Х.Тэмүүжин нар хэлэлцэж буй асуудалтай холбогдуулан зарим зүйлийг тодруулж, өөрсдийн байр суурийг илэрхийлсэн болно.
Улсын Их Хурлын гишүүн С.Дэмбэрэл Төрийн байгуулалтын байнгын хороогоор Монгол улсын төсвийг хэлэлцэхдээ институцийнх нь талаас авч үзэх, төсөв, мөнгөний бодлого хэрхэн уялдаж байгаа болон төрийн байгууллага хоорондын ажлын уялдаа холбоог хангах, төсвийн төлөвлөлт, зарцуулалт, хөрөнгө оруулалтыг үр ашиг, нийгмийн ач холбогдлоор эрэмбэлж үнэлэлт дүгнэлт өгч байх нь зүйтэй гэсэн саналыг гаргалаа.
Улсын Их Хурлын гишүүдээс 2014 оны улсын төсөвт нэмэх саналуудыг гаргасныг Байнгын хорооны гишүүд дэмжээгүй бөгөөд Байнгын хорооны эрхлэх асуудлын хүрээнд гарсан зарчмын зөрүүтэй саналуудыг нэгтгэн Төсвийн байнгын хороонд хүргүүлэв.
Монгол Улсын 2014 оны төсвийн тухай, Нийгмийн даатгалын сангийн 2014 оны төсвийн тухай, Хүний хөгжил сангийн 2014 оны төсвийн тухай хуулийн төслүүдийн хоёрдугаар хэлэлцүүлэг хийхийг Байнгын хорооны хуралдаанд оролцсон гишүүд дэмжиж, Улсын Их Хурлын чуулганы нэгдсэн хуралдаанд оруулах нь зүйтэй гэж үзлээ.
