Улсын Их Хурлын чуулганы 2015 оны намрын ээлжит чуулганы 2015 оны 01 дүгээр сарын 13-ны өдрийн Эдийн засгийн байнгын хорооны хуралдааны тэмдэглэлээс хүргэж байна.
Хэлэлцэх асуудлыг баталсны дараа эхлээд Монгол Улсын 2015 оны төсвийн тухай хуульд нэмэлт, өөрчлөлт оруулах тухай Хүний хөгжил сангийн 2015 оны төсвийн тухай хуульд өөрчлөлт оруулах тухай, Нийгмийн даатгалын сангийн 2015 оны төсвийн тухай хуульд өөрчлөлт оруулах тухай хуулийн төслүүдийн хоёр дахь хэлэлцүүлгийг хийж санал, дүгнэлтээ Төсвийн байнгын хороонд хүргүүлэх асуудлыг хэлэлцэх байсан.
Төсвийн тодотголтой холбогдуулан гишүүд Засгийн газрын ажлын хэсгийн гишүүдээс асуулт асуух болоход Улсын Их Хурлын гишүүн Н.Батбаяр, Засгийн газраас 2015 оны төсвийн тухай хуульд өөрчлөлт оруулахаар өргөн барихдаа дагалдуулан Төсвийн тогтвортой байдлын тухай хуулийн дөрвөн тусгай шаардлагын хоёрт нь өөрчлөлт оруулахаар оруулж ирсэн. Төсөлд нэгдсэн төсвийн тэнцвэржүүлсэн алдагдлыг 2015 онд тухайн жилийн дотоодын нийт бүтээгдэхүүний 5 хувь, улсын нийт өрийн дотоодын нийт бүтээгдэхүүнд эзлэх хувь хэмжээг 2015 онд 70 хувь байхаар тооцоолж өргөн барьсан хэдий ч чуулганы нэгдсэн хуралдаанаар гишүүдийн 2/3 саналыг авч чадаагүй. Тодотголыг дагалдуулан оруулж ирсэн Төсвийн тогтвортой байдлын тухай хуульд өөрчлөлт оруулах хуулийн төсөл олонхийн санал авч чадаагүй тул Монгол Улсын 2015 оны төсвийн тухай хуульд нэмэлт, өөрчлөлт оруулах тухай хуулийн төслийг байнгын хороогоор хэлэлцэх боломжгүй юм. Тиймээс Төсвийн тогтвортой байдлын тухай хуульд өөрчлөлт оруулсны дараа тодотголыг хэлэлцье хэмээн горимын санал гаргав.
 
Хуралдааны төгсгөлд Хөгжлийн банкны Чингис бондын хөрөнгийн зарцуулалттай холбоотой дүгнэлт гаргах ажлын хэсэг байгуулах тухай асуудлыг хэлэлцэв, холбогдох асуудалтай холбогдуулан УИх-ын гишүүн С.Дэмбэрэл үг хэлж, байр сууриа илэрхийллээ.
 
Улсын Их Хурлын гишүүн С.Дэмбэрэл: Нэгдүгээрт, Улсын Их Хурлын үеэр Хөгжлийн банктай холбоотой зарим гишүүний гаргасан саналын дагуу УИХ-ын дарга “дүгнэлт гаргуулъя” гэж хэлж байсаныг санаж байна. Тухайн үед би хөгжлийн банкны “вэб сайт”-ыг үзэх хэрэгтэй юм даа гэж бодож байлаа. Нэгэнт байнгын хороо Хөгжлийн банкыг шалгах ажлын хэсэг гаргах шаардлагатай байгаа бол, би ажлын хэсэгт орохгүй гэдгээ хэлье.
 
Хоёрдугаарт, Хуулийн дагуу Монголбанк жилийн тайлангаа эхний улиралд багтааж ирүүлэх ёстой. Монголбанкны хяналтын зөвлөл жил болгон тухайн оны балансыг эдийн засгийн байнгын хороонд ирүүлдэг. Өнөөдөр хэлэлцэж буй асуудалтай холбогдуулан хуримтлагдсан өрийн задаргаа дутуу байгаа бол, байнгын хорооноос албан бланкаар даалгавар өгөөд шийдэж болно, дараа нь үүнийг дараа нь хэлэлцэх бол хэлэлцэж болно. Энд Хөгжлийн банкны Чингис бондын хөрөнгийн зарцуулалттай холбоотой тусгай ажлын хэсэг гаргах ямар ч шаардлагагүй гэж бодож байна.
