УИХ-ын тухай хуульд нэмэлт өөрчлөлт оруулах тухай

Нийтэлсэн: 10 жилийн өмнө Үзсэн: 1127

2012 оны сонгуулийн үр дүнд байгуулагдсан шинэ Улсын Их хурлын чуулганы нээлтийн үеэр анхны хуралдааныг даргалах, намын бүлэг байгуулахтай холбогдсон маргаантай байдлыг шийдэхийн тулд УИХ-ын гишүүн, ИЗНН-ын дарга С.Дэмбэрэл Ц.Цолмон гишүүнтэй хамтран "УИХ-ын даргыг сонгосноос хойш 24 цагын дотор намын бүлэг байгуулах" гэсэн хуулийн заалтыг хасах санал, төслийг 2012 оны 08 сарын 21-нд анх удаа УИХ-ын  шинэ дарга З.Энхболдод өргөн барьсан билээ. Дөнгөж эхэлж байгаа шинэ "анги хамт олныхоо" эв нэгдлийг эрхэмлэх, хүний эрх эрх чөлөөг дээдлэх, сонгогчдийн эрх ашгийг хамгаалах үүднээс санаачилсан энэ хуулийн төсөл нь Үндсэн хуулийн үндсэн зарчим болон Улсын Их хурлын хэвийн үйл ажиллагааг хангах, нийгмийн сэтгэл зүйг тогтворжуулах, үндэсний эв нэгдлийг хангах, УИХ дахь цөөнхийн эрх оролцоог хүндэтгэх, хангах үзэл баримтлаар боловсруулагдсан ажээ. Энэхүү өөрчлөлт нь ард түмнийхээ эрх ашгийг эрхэмлэсэн, дараа дараагийн Их Хурлын үйл ажиллагаанд ч баримтлавал зохих шударга зарчимд тулгуурлан гарсан санаа байсан юм. Түүний энэхүү зөв санаачлагыг Монгол Улсын ерөнхийлөгч  Ц.Элбэгдорж дэмжиж, нэмэлт өөрчлөлтийн талаар дахин санал оруулж УИХ-аар батлуулсан бөгөөд одоогийн байдлаар УИХ-д цөөнх байгаа МАН бүлгээ байгуулан Чуулганд идэвхтэй, зохион байгуулалттай, санаачлагатай оролцох нөхцөл бүрэлдсэн билээ. "Нэг нь нийтийн төлөө" гэсэн сэтгэлээр санаачилсан түүний санаачилж, өргөн барьсан хуулийн төслийг үл ойлгох, элдвээр тайлбарлах явдал гарч байсан ч зөв зүйлийн төлөө гаргасан шийдвэрээс нь хэн ч буцааж чадаагүй юм. Түүнтэй хийсэн "Би сонгогчдыг бодож хуульсанаачилсан" гэсэн хэвлэлийн ярилцлагыг та манай хэвлэлийн тойм булангаас олж уншаарай. Түүний болгоомжилж байсан зүйл биелэлээ олж, УИХ-ын Чуулган нь маш таагүй, стресстэй орчин болж хувирсан бөгөөд хэл амаа ололцож чадахгүй байдал нь нударга зөрүүлэх хэмжээнд хүртлээ хурцдаж байсныг ч бас та бүхэн олж уншаарай.
