Монгол Улсын Их Хурлын2014 оны намрын ээлжит чуулганы Байгаль орчин, хүнс, хөдөө аж ахуйн байнгын хорооны 2015 оны 04 дугаар сарын 08-ны өдөр /Лхагва гараг/-ийн хуралдааны тэмдэглэлээс хүргэж байна.

Эрдэнэс таван тойлгойн хувьцаат компанид хийсэн шалгалтын дүнтэй холбогдуулан гарах байнгын хорооны тогтоолын төслийг хэлэлцэх үеэр УИХ-ын гишүүн С.Дэмбэрэл үг хэлж байр сууриа илэрхийллээ.

 УИХ-ын гишүүн С.Дэмбэрэл: -Нэгдүгээрт, Эрдэнэс таван толгой ХК гэх мэт төрийн өмчит компаний заагийг эргэж харахгүй бол болохгүй байна. Үүнд: 2010 оны 39 дүгээр тогтоол, 2012 оны 18-р тогтоол, мөн хөндлөнгийн дүгнэлт хиймээр байна. Төр аж ахуйн үйл ажиллагаанд оролцох эрдэс баялгийн салбарторолцохыг баримт бичгээрээ татгалзсан. Гэтэл  2010, 2012 онд гаргасан тогтоолууд энэ үзэл санаанд  хэр зэрэг нийцэж байгааг урьдаар үзэх хэрэгтэй.

Хоёрдугаарт, 1072 ширхэг хувьцаа бол нийгэмд их хүлээлт үүсгэсэн. Энэ нь өөрөө эдийн засгийн хувьд утга учир нь ямар юм бэ? Энэ зөв байсан уу гэдгийг харах ёстой.

Гуравдугаарт, Төр ба хувийн хэвшлийн түншлэлийн хэрэгжилт, өөрөөр хэлбэл Эрдэнэс таван толгой ХК болон хувийн компаниудын хооронд яаж явагдаж байна вэ? Үүнийг цаашид явуулах чиглэл өгсөн заалт харагдахгүй байна. Энэ талаас нь нэмж оруулж болохгүй юу?

Дөрөвдүгээрт, Эрдэнэс таван толгойн төлөөлөн удирдах зөвлөл хараат бус байдлаа хэр зэрэг хадгалаж байна вэ?

2.1-д заасан хувьцаат компаний ТУЗ-ын үйл ажиллагаа, гаргасан шийдвэр, хэрэгжүүлсэн арга хэмжээ нь Компаний ТУЗ нь шийддэг зүйл рүү орсноосоо илүү хараат бус гишүүн хичнээн хувь байна вэ? Төрийн гишүүд үүнийг сайжруулъя гэсэн байгаа, энэ талаар ямар арга хэмжээ авч, авах ёстой гэдэг талаас нь ТУЗ-ыг хараат бус болгох ёстой. Ийм арга хэмжээ авахгүй бол Таван толгой ХК-ын гэрээнд Засгийн газраас нэг ажлын хэсэг ажлаад, УИХ татаж авч, ингээд төр ба компаний үйл ажиллагааны зааг хоорондоо холилдсон, бүдгэрсэн зүйл байна.

Эцэст нь Таван толгой ХК үйл ажиллагааг ярьж байгаа бол МИАТ гэдэг байгууллагын тухай мөн яримаар байна. Иргэний нисэхийн газар МИАТ ХК-ын сонсголыг хиймээр байна. Эдийн засгийн байнгын хорооны даргаа. Янз бүрийн зүйл дуулдаж байна. Санхүү, онгоц түрээслэх, болон бусад асуудлуудаар маш олон зүйл ярьж байна. Үүнийг бас үндэсний аудитын газар бас анхаарах байх гэж бодож байна. Энэ талаас нь Эдийн засгийн байнгын хороо, байнгын хорооны дарга сонсгол хийгээсэй.
