ТАНИЛЦУУЛГА

Дэлхийн банкны гишүүн - Олон талын хөрөнгө оруулалтыг баталгаажуулах байгууллага (ОТХОББ)-ын Конвенцид Монгол Улс 1991 оны 6 дугаар сарын 14-ний өдөр гарын үсэг зурж, Улсын Их Хурал 1998 оны 7 дугаар сарын 23-ны өдөр соёрхон баталснаар уг байгууллагын гишүүн орон болсон билээ.

Олон талын хөрөнгө оруулалтыг баталгаажуулах байгууллага буюу MIGA нь Дэлхийн банкны бүлгийн гишүүн байгууллагын нэг бөгөөд хөгжиж буй орнууд руу чиглэсэн гадаадын хөрөнгө оруулалтад санхүүгийн бус эрсдэлийн баталгаа гаргаж ажилладаг. Үүнд: улс төрийн болон нийгмийн тогтворгүй байдал, өмчийн албадан хураалт, гэрээний зөрчил, гадаад валютын шилжүүлгийн эрсдэл зэрэг багтана.

МИГА-аас уг Конвенцийн 59, 60 дугаар зүйлд заасны дагуу холбогдох нэмэлт, өөрчлөлтөөр Конвенцийн "Баталгаанд хамаарах эрсдэл", "Баталгаа гаргаж болох хөрөнгө оруулалт" гэсэн 11, 12 дугаар зүйлд:

Баталгаа гаргах зээлийн хамрах хүрээг өргөжүүлсэн /-нэмэлт хөрөнгө оруулалтыг баталгаанд хамруулах, -хүлээн авагч улсын хөгжилд өндөр нөлөө үзүүлэхүйц төслийг сайжруулах буюу шинэчлэх, эсхүл хөрөнгө оруулагч нь дунд, урт хугацаанд төслийн талаар үүрэг амлалт хүлээхээ илэрхийлсэн хөрөнгө оруулалтыг хамруулах зэрэг/,

Баталгаа гаргах үйл явцыг хялбарчилсан /Тухайн улсын Засгийн газар, хөрөнгө оруулагч хамтран МИГА-д хүсэлт гаргадаг байсан бол хөрөнгө оруулагч шууд МИГА-д хүсэлгээ гаргана. Харин МИГА-аас Засгийн газартай хэлэлцээ хийнэ./

Монгол Улсын 1998 онд нэгдэн орсон Дэлхийн банкны гишүүн - Олон талын хөрөнгө оруулалтыг баталгаажуулах байгууллага (ОТХОББ)-ын Конвенцид 2010 онд холбогдох нэмэлт, өөрчлөлт оруулсныг хүлээн зөвшөөрч соёрхон батлах тухай хуулийн төслийг боловсруулж холбогдох материалын хамт Улсын Их Хуралд өргөн мэдүүлж байна.
