2013 оны 12 дугаар сарын 18-нд УИХ-ын Төрийн байгуулалтын байнгын хорооны 12 тоот тогтоол гарч, “Ухаалаг төр рүү шилжих талаар Монгол Улсын Ерөнхийлөгч Ц.Элбэгдоржийн санаачлагыг тус байнгын хорооны эрхлэх асуудлын хүрээнд дэмжин эрчимжүүлэх чиглэлээр тодорхой бодлого, арга хэмжээний төсөл боловсруулж, Байнгын хорооны 2014 оны жилийн төлөвлөгөөнд тусган, хэрэгжилтийг зохион байгуулах” үүрэг бүхий Ажлын хэсгийг байгуулсан билээ. Уг ажлын хэсгийн ахлагчаар УИХ-ын гишүүн С.Дэмбэрэл томилогдож, ажлын хэсгийн бүрэлдхүүнд УИХ-ын гишүүн А.Бакей, М.Батчимэг, Су.Батболд, Н.Батцэрэг, Ж.Батзандан, Р.Бурмаа, Б.Наранхүү нар оржээ. Ажлын хэсэгт мэргэжил, арга зүйн туслалцаа үзүүлэх дэд хэсэг байгуулагдсан бөгөөд бүрэлдхүүнд нь Төрийн албаны Зөвлөлийн дарга Б.Цогоо, Төрийн албаны Зөвлөлийн гишүүн Т.Хадхүү, Ерөнхийлөгчийн Тамгын газрын дэд дарга Б.Нэргүй, Төрийн албаны Зөвлөлийн Ажлын албаны дарга С.Цэдэндамба, УИХ-ын Тамгын газрын хэлтсийн дарга Ц.Норовдондог, Засгийн газрын Хэрэг эрхлэх газрын Хууль, эрх зүйн газрын захирал Н.Энхтуяа, “Нээлттэй нийгэм” форум сан ТББ-ын гүйцэтгэх захирал П.Эрдэнэжаргал,   Төрийн байгуулалтын байнгын хорооны ажлын албаны зөвлөх О.Тунгалаг, Төрийн байгуулалтын байнгын хорооны ажлын албаны референт С.Энхцэцэг нар оржээ. Ажлын хэсгийн үйл ажиллагаанд судлаачид, мэргэжлийн холбоод, иргэдийн төлөөллийг тухай бүр татан оролцуулж, хийсэн ажлын үр дүнгийн талаар Байнгын хорооны хуралдаанд 2014 оны улирал тутам тайлагнаж ажиллахыг Ажлын хэсгийн ахлагч С.Дэмбэрэлд үүрэг болгосон байна.
